Yes.  For static long-exposure stuff at not-wide-open apertures with decent glass, that's what they look like.  Not going to hijack the thread with an unrelated image, but here's a shot from WTI 2-12 showing a similar effect - f/8 for 13 seconds at ISO100: http://www.flickr.com/photos/24526864@N03/6962291066/
