I have no idea who this fellow is and what he is talking about. I assume he has taken my images (without permission) and is trying to get a positive reply from me that will sound as if I'm giving some form of tacit approval. Any thoughts?

Ironically I just got notified by a friend on a different aviation site, sent me this link since he knew my name, I see photos from myself, Bill, Ned and John. I know the Colombian aviation fans are excited to see photos of their planes outside Colombia but would be nice if they asked permission, I would have no problem saying yes, they at least listed our names at the bottom of the article

I didn't see that post. I don't see any of Jeff's there. This appears to be a different site than the one Bill referred to. Did you give them permission to use the photos?

As has been discussed here before, if you put photos on the net, they're going to get used with or without permission. That's a fact of Internet life.
