Looks like a radar system similar to those used by the E-8 and the RAF's Sentinels.  Lock-Mart was pretty far along in the testing of systems for the Aerial Common Sensor before that was scrapped, and a radar fit similar to this was a component in all of the competing ACS proposals.  The need for a replacement for several legacy SIGINT platforms still exists, so perhaps this is part of the on-again/off-again ACS bid.

Is this currently flying out of KGYR, or was this just a gas-n-go or something?
