Don't they have "snubbers" that arrest wheel spin as the gear is retracting or do they let them spin?

I would think having a tire delaminate in a wheel well would be a very bad thing?

Some planes do it automatically, mostly the jets, and especially the airliners.  The snubbers are usually in the Nose wheelwell, since nose gear doesn't have brakes.

Some aircraft like the 737 have shields in the wheelwell in case the tire shreds, to try to prevent it from damaging hydraulic lines, and even structure.

Northrop T-38 NX385AF (N385AF) at TIA.  It was towed down to the far end of the runway for an engine test of some kind.

Yes.

Apparently, it was built from parts of a T-38 and an F-5. It has the F-5 engines and has been referred to as the fastest T-38 in the world.
