I freely admit that I know less than nothing about formation flying in tactical jets so can someone explain to me why, in the first pic above, the "Lead" is watching the "Wingman" and not vice versa?

Welcome to the wonderful world of the Tucson "Flying Club."

Pretty sure you won't see "Rank on the Rail" below Captain (maybe even Light Colonel.)

optical illusion. The wing man is always on the right.
"You don't become a professional simply by earning certificates, adding ratings, or getting a paycheck for flying. Rather, professionalism is a mindset. It comes from having the attitude, the ethics, and the discipline to do the right thing — every time, all the time, regardless of who's watching."

Joe Copalman

The names on the rails at the 162nd are going to be higher-ranking than w/active-duty units since the Guard is pretty top-heavy with high-time ex-active-duty guys.  Lots of Majors, Lt. Colonels, and Colonels.  And my understanding is that the Wing Commander's name is on two aircraft - this one, and "El Tigre," the wing flagship.
"I'm sorry sir, you can't take photos of that aircraft."

"If you've seen my work, you'd know I really can't take photos of any aircraft."
