Seems Adobe may be having a change of heart over their policy regarding upgrade Vs buy new:

Adobe's pricing is really strange. I just bought a copy of Photoshop Elements 10, which is obviously way cheaper than full Photoshop, but the strange thing is that it was cheaper to buy it than it would have been to upgrade from an earlier version.

Are they still committing to doing the cloud/subscription thing in addition to selling their applications as standalone software, or has that changed?  $30 a month for photoshop versus a one-time <$100 hit for an upgrade version of Elements is much more palatable.
