Most likely an AN/ALQ-147 (V)2 infrared countermeasures pod.  Apparently some kind of stop-gap thing exclusively for the OV/RV-1s, with an IR jammer mounted on the back of a fuel tank.  You can still see the fuel tank nomenclature on the nose of this one:

hey Joe why would they put that on a civilian OV-1 ,I thought they were all flown as warbirds now

I'm sure it's INOP and just for show...

Active Countermeasures are generally frowned upon on civilian aircraft.

Hey Jay - super photo of Kirby's ride and interesting PP.

As a side note, is the area of the fuselage below the wing open to the air or is it covered with a clear material like the canopy? I'm not familiar with the demands of aerobatics - does the pilot need to see out the bottom of the plane during flight? Just another opportunity to display my ignorance.

I believe they're covered in similar material as canopies but maybe thinner?

Any viz they can gain given the flight attitudes they encounter is beneficial.

The device visible just above the R in Red Bull, which is probably actually attached to the left wing, is another aid to the pilot during aerobatics. It helps him determine the aircraft's attitude. Many aerobatic display aircraft have them.
