Izzat the radar reflector that makes it easier for ATC to track them in civvie airspace?

I believe Joe is on the right track.  My recollection is that the stealthy aircraft use externally mounted reflectors while flying within the civilian air space/stateside so they will show up on the civilian controller's radar screens - which certainly helps when trying to control/direct air traffic.

Just did a quick Google search and http://www.f-16.net/f-16_forum_viewtopic-t-11628.html stated that it is in fact an RCS enhancer. They apparently remove it for training sorties.

Thanks Joe and Jay.

Jay, I could try a front quarter shot, but I prefer to go with something a little different. The majority of the shots that I have seen are head-on or front 1/4, 1/2 or 3/4. I could and probably eventually will go with something a little more traditional, but I think a unique shot that had some thought is more a bit more of a sincere gesture to a person I have a great deal of respect for.
