I don't know if it's related or not, but I found this article about VMA-513 (the squadron this plane is from) being the first Marine Corps Harrier squadron to drop the laser-guided JDAM in combat (in Afghanistan).

I found out that the cross-hair markings are put on the jet when a pilot employs the GAU-12.
