I always thought they had those so they could see under the smoke from the guys taking off in front of them...     ;D

Looks like you're right, Jay, if I understand your abbreviation correctly. I just got an answer to my question from a friend who is an aviation electronics expert and he says:

"That's a 'synthetic vision' sensor, otherwise known as an infra-red sensor, for making night / low-visibility approaches.  Most Gulfstreams sold today have one, usually mounted along the centerline below the radome.  They've been migrating down to less-expensive bizjets.  That Citation's off-center mounting might not be the intended production config for that plane, or maybe it's mounted off-center so as to not intrude on the over-the-nose cockpit view."

Googling EVS shows several listings for STCs allowing retrofitting so I guess they have multiple mounting options.

IIRC, from the factory, it comes mounted under the nose.
