Be sure original image is 100% level
Promote original to a new layer and apply Path Blur Tool in PS (Non Centered .. Meaning it blurs in only the direction you point it.  Origin point centered on the pilot's helmet .. Blur / Speed to taste)
Mask the blurred layer and work a little more of the pilot's head in the sharp version back into the frame.
