Hello Bill, you have a nice shot of a Flight Check aircraft.  They travel all over checking navigational facilities for airports, military and civil. Usually after a TACAN/VOR/ILS has been repaired or replaced.  They even check airfield markings and signs for FAR compliance. I've seen them many times but I never got a picture of one.  Usually a little busy when they are working your airport, they get priority over everything, except an emergency.
