This is something not seen over Luke AFB everyday. A Russian TU-154M-ON, it is the "Open Skies" treaty monitoring aircraft. It is allowed to photograph our military facilities while we are allowed to photograph theirs. by Harvey Brugger, on Flickr

Interesting catch Harvey. I was not aware of this treaty.

It started in 2002, It is a show of mutual trust by allowing various countries to verify each others military, that is above ground. These flights usually aren't published and this guy over flew Yuma before over flying Luke and who knows where else today.

They flew south (perhaps over Davis-Monthan) and then went on into New Mexico then headed east into Texas.
