Just looked at it closely, and it's a sticker celebrating 5000 hours!  Maybe Chris can shed some light on the specifics of the 5000 hour achievement?

The F-16 airframe was designed to only fly 3000 hours.  So hitting 5000 hours is an achievement.  We have a few now over 6000!
