As far as I know, the triangle arrangement mitigated crosswinds at training bases which might otherwise keep planes grounded.  I think the design just became standardized by the War Department and unless there was a trustworthy prevailing wind direction, that's how they built all the bases during WWII.

Thank you Ross for the kind comment. This particular image was taken on March 4th this year. Work and the heat have conspired to keep me away from Sky Harbor lately. I get to drive by the place at least once a week when going to meetings downtown, but the desire to get out of my air conditioned truck in the middle of the day has not been strong with me. One of these days I'll muster enough courage to venture out into the arid ambient warmth that is PHX in the late afternoon/evening  ;)
