He hasn't cashed in yet. It's a buy it now on eBay, which means he's trying to sell it for a specific price, $620,238. Nobody has come up with that yet. It says there is one offer, which means somebody has offered him less than the asking price. That offer could be $100 for all we know.

If you look at the picture from the government auction and his picture, it looks like he has painted it black. I guess he figures that will increase the price.
