Do they really let you put the ladders that close to the fence?

At Willie, in the Gazebo area, yes...

^^^What Jay said.  But it's pretty much exclusive to the gazebo area.  Grabbing the barbed wire like Barry and Ned are is probably not a good idea, but the few times anyone on the other side of the fence has said anything about it, it was only a "Hey, don't grab the fence" thing, not any order to move ladders back or whatever.  Other areas of the airport have "No objects within six feet of the fence" signs though, so it's not universal at the airport.
