Lear 23 at Gateway?

I was looking through the FAA registration database to see how many Lear 23's are still registered and saw that there is one registered to Maricopa County Community College District with an address on Tahoe Avenue that appears to be in the vicinity of Gateway. It's N83CE.

Does anybody know anything about this aircraft? Is it an instructional airframe tucked away in a building somewhere?

I believe it is in Chandler-Gilbert CC's hangar.  Mexican flag sticker on it.

Does it ever fly?

Some day I'd like to get a shot of one in the wild. There are only about 35 still registered, but I don't know how many are still flying. I managed to get a shot of a 24B the other day. It was parked though.
