Upgrades due to F-35 time line issues or SOP?

I'd imagine it was a native upgrade without any consideration of F-35 timelines, as the -35 isn't going to be a Strike Eagle replacement (lacks the ordnance carriage, the range, the WSO, etc).  Now if we start seeing some USAF orders for Block 60 Vipers....
