New Sign on 40th St

I havent been to 40th st in about 2 weeks and caught this sign today. I would think that its related to the increased water levels, and when its dry I normally dont wander down there, but thought I would see if anyone else has ideas.

Probably water-related.  With the stranded horse and the injured kayaker and the budget crisis, I'm sure they want to minimize expensive rescues as much as possible.
