Hooray for Luke, but with the ANG at Burlington getting F-35s, does that mean that the foreign training mission is going to Vermont and not to Tucson?

It isn't a done deal yet.  Luke still has to get past the environmental (noise?) issues.

None of the stories I have found lists what roles each of the bases are getting besides Luke being designated as a training base.  The AZ Central article has had the most info so far;

Luke AFB just tweeted that the resolution to the Environmental Impact issues related to F-35 ops has been pushed back to the fall.

They remain confident that Luke will still get F-35s though.
