Mystery Plane???

This aircraft departed KTUS this morning. I couldn't get a good enough photo to read the N number. Looking for id of aircraft and the country's markings. Any help appreciated.

IAR 823 wearing Soviet-era Romanian Air Force roundel.

Had my first sighting of one of these at Falcon Field last month - couldn't see the N-Number on it, so it took a few hours to pin down the type. 

Very cool catch.

There are 43 of those on the US register. None are registered in Arizona, so it's kind of hard to narrow down the N-number.

Looks like it's this one, which is identified as N197AT. That one is registered in North Las Vegas, NV.
