I'm guessing between noon and 1.  Might want to keep an eye on the news stations or check the VFW website to see when he's supposed to speak, I'd guess departure would be about 30 minutes after he's done. 

By that time, I'm expecting the traffic to be moving east-to-west.

According to the FAA the TFR expires on August 17, 2009 at 1300 MST.  I would suggest getting to the airport by Noon (times do change).
