Is it possible to contact PA and get a pass to get on base as a free-lance photog?

Do you guys try and get on base or just shoot off base?

The article has two phone numbers down at DM you can call.

I do not know to what extent they will require vetting (ie, do you have a reason to attend beyond "I Like Airplanes") nor can I suggest a way in which you can convince them to let you on base.

Last year, all of this was handled through ACC HQ at Langley AFB.  Making it a local contact may make it easier or it could make it harder.  Impossible to say without calling them.

Well Rudy I attended last years event and ill tell you its a pretty neat experience but from a photography standpoint wasnt very good, the light turns bad fairly early, best shot I got was a C-5 doing a go around, lol
