Capital Cargo Facing FAA Fines.

With the sun rising later and later these days, I've been wanting to get out to PHX to catch the sunrise arrival of one of Capital Cargo's 727s, but on the mornings when I've woken up early and checked Flightaware to check on its arrival time, it wouldn't be on the inbound flights or the recent arrivals lists.  This has been for the past two weeks or so. 

I finally looked into what might be going on, and I found several articles about fines they are facing for allowing a non-qualified mechanic to sign off on the airworthiness of their 727 fleet.  I'm not sure when the 727s stopped coming into PHX, but this might be one possible explanation for it.
