Sat uplink?  Looks like the bulb on the top of a Global Hawk.  According to FlightAware - it was flying race tracks NW of Tucson.

We saw this at TIA a few weeks back.  Looks like a similar sensor fit to that of the RAF's Sentinel R.1, which I believe Raytheon has the contract for.

Looks like a jet version of the EC-121 Warning Star (Willie Victor).  (large dorsal dome and a belly dome).  Belly dome on the EC-121 was much larger.

N30LX Gulfstream 3 of Lockheed-Martin which is known as the Airborne Multi-Intelligence Laboratory.
"Dragon Star" logo is also visible

It was located out at Goodyear..
